Spartanburg Refuses To Take Action on Chained Dogs

June 14, 2005, SPARTANBURG, SOUTH CAROLINA - Spartanburg County Council has refused to consider a proposal to restrict the chaining of dogs.
The mother of a toddler mauled to death by a dog was among a small group of protesters Monday urging council to limit dog chaining.
Councilman David Britt last month proposed restricting the chaining of dogs to short periods of time and giving police the authority to go after those who fail to comply, but a majority of council members chose to leave the proposal off the agenda. Some council members say the issue shouldn't be regulated by government.
The demonstration outside the council building Monday was organized by a Pennsylvania group called
Dogs Deserve Better. The animal advocacy organization based in Tipton, Pennsylvania, has pushed for ordinances barring dog chaining in communities across the nation.
