Proposed St. Paul Ordinance Would Set Limits on Tethering Dogs

October 28, 2004--ST.PAUL, MINNESOTA--Dog owners in St. Paul would have limits on how long they could tie their dogs up, under a proposed ordinance before the City Council.
One dog lover who lives in the Como area says she grew so upset at seeing dogs tied up for long periods in her neighborhood that she came up with the proposal.
It would make it illegal to keep animals chained or tethered for more than two hours at a time.
But one dog owner told the council that tying her pets up keeps them safe and allows her to be a responsible neighbor and pet owner.
The council is scheduled to vote on the ordinance next Wednesday.
